CPO Certification in Virginia
Virginia’s state pool rule covers hotel and motel pools and doesn’t name an operator credential. Northern Virginia counties write their own rules, and Arlington County does not accept a fully online class.
The state rule is 12VAC5-460, Regulations Governing Tourist Establishment Swimming Pools and Other Public Pools. It covers pools at hotels, motels and other transient lodging, including design, water quality, operating records and lifeguards. It does not require a certified pool operator, and it says local ordinances apply on top of it (12VAC5-460-20).
Fairfax County (Chapter 69.1, Water Recreation Facilities Ordinance, section 69.1-1-10) makes it unlawful to run a pool unless it is under the immediate control of someone on the premises who holds a valid pool operator certificate the county accepts. The county lists the Pool & Hot Tub Alliance as an approved course provider.

Local notes
- Fairfax County wants the operator exam passed within the last three years, even though the PHTA CPO card itself runs five. If your card is more than three years old and you work in Fairfax County, plan on renewing early.
One online course and one live test day.
You do the PHTA CPO Fusion coursework online at your own pace, about 6 hours for most people, then join Samuel on Zoom for one live test day. Test days run every Tuesday, Friday and Saturday at 9:00 AM Pacific (noon Eastern). Pass the 50-question exam and Samuel issues your certificate the same day from the PHTA instructor portal. It is good for five years.
Arlington County does not accept a 100% virtual CPO course, so checkout won’t sell a virtual seat to anyone who lives or works there. Call Samuel about an on-site class for your team. We don’t know of another Virginia locality that turns the virtual class down, but if your city or county has its own pool ordinance, ask your inspector what they accept.
